This is just a fish buyer illegally selling within state property. I saw near accidents because of this fish stand. They are just fish buyers that are trying to compete with other hard working people doing business the legal way. Easy to make prices cheaper than the other fishermen that do it the legal way and rent commercial spots to do business legally.
