Last summer, I bought a Four-Wheel Drive International Harvester Scout II from the owner of Grand Ave Auto in the La Presa area of Spring Valley from the owner Francisco. He told me it was a 1972 model year (pre-smog) that the previous owner had never picked up. He said the car needed quite a bit of work, including brakes, transfer case, tune-up, carburetor rebuid, electrical work and body repairs. He agreed to repair everything if I purchased the vehicle, which I did. I gave him $3800.00. Several repairs had to be sent to other local shops, including J & J Automotive and Border Parts. Francisco got the Scout back & after several months still hadnt repaired the it. At one point, he asked me to take it to the DMV for a vehicle inspection, which I did. The DMV inspector informed me the Scout was in fact a 1979 model year & therefore subject to smog certification. For six more months, Francisco held on to my money, insisting the entire time that it was a mere paperwork error on the part of the DMV. After I had paid the repair bills and for replacement parts, Francisco told me that part of the reason for the lengthy delay was he disliked working on older vehicles. I checked with several IHC Scout websites only to find that smog parts for these vintage Scouts are expensive and very hard to find. At some point, Francisco promised to spend whatever was necessary to make it pass smog inspection or refund all monies paid but later, he failed to do so. So after weekly stops to his garage, endless excuses and empty promises, 9 months and an inspection by the CHP, who also pointed out the original factory-installed body tags on the door jamb, confirming it was indeed a 1980 model year, I went to Francisco demanded a full refund or face legal action. I paid him for the SUV last July (2017) plus repair work & then finally last week in early May (2018) I received a partial refund. I wouldnt recommend this garage and I think Francisco is not an honest mechanic, a sentiment shared by a number of other garages in the immediate neighborhood. Now, thanks to this totally dishonest businessman, Im stuck with a vehicle that cant be smogged or registered in California, Nevada, Arizona, Utah and several other states. The smog referee at Southwestern College mentioned that the brakes didnt feel like new.
