Could not manage a simple task of selling a cell phone to an authorized user on my AT&T account. Not that tough and not a restriction per AT&T and Target Tech personnel at my local Target in Oregon. Guess thats what happens when you no longer use Target Tech and have regular store employees trying to sell them. They lack the proper training.
