This place is so great! This was my first time getting something developed & scanned. It was $8 which is so affordable. They estimated it would take 2 weeks but it was emailed to me sooner. I didnt personally mind waiting either. They were super nice. This is definitely going to become my regular spot to buy film and get developing.Also just be aware that the rest of the store is roped off. I assume that if you know what you want theyll grab it for you but it doesnt seem like you can just look around right now.
Pretty well rounded shop that has just about everything you’d need. Most of the photography products are not accessible to customers (they’ve roped them off due to the pandemic) which is a bummer but understandable. These guys have been my go-to spot for a number of years, I’m giving them 4/5 stars because they’re not always reliable with the scan quality. They’ve been doing a solid job during the pandemic, especially while shipping issues have created a lot of shortages of processing materials. They usually have a good selection of film rolls for sale as well.

Ive had roughly 500 rolls of film (medium-format, 35mm, etc.) processed and scanned here over the past five years, and its easily the best photo lab in the Portland area. Ive tried basically every lab in the area as well as a few of the big ones that do mail orders (in California etc.) and Citizens is the best on price (easily) and at the very top in terms of quality, though Id say a couple other labs are maybe almost as good there (albeit more expensive).One thing I wouldnt recommend is getting large prints done, I wasnt super-impressed with the quality of some prints that I had done for Blue Sky. But for film processing and scanning, this place cannot be beat; I used to scan my own film but just dont bother anymore.
THIS PLACE IS A HIDDEN GEM!! You can find just about A N Y T H I N G for your film photography needs. I try not to spend too long there, so much stuff in a small shop. Worth the visit. Call first to check if theyre open!

I was told I would get a text but that never came. I got my emailed scans so I called in but it seems they lost track of the rolls and would call me back when they found it. I never got a call back. Its been 4 months and I dont think Ill get those memories back...
Greg and the rest of the crew have done fantastic work for me. Ive sent them many rolls of 35mm film in color and B&W, as well as 4x5 sheet film. The quality of their processing and scanning is excellent and I am consistently impressed. They also make very nice prints in both small and large sizes. I should also mention that the pricing is very good, and they respond quickly to phone calls. Great lab, nice people, good prices.

I love this place and have always received exceptional service from their friendly and informative staff. I typically have color and black and white film developed and scanned, lead time is usually around a week. They can ship you your processed film and scans to decrease contact. Give this locally owned and operated business a shot!
Went through the entire process of getting my info into the system and was about to pay for processing and scanning of 3 rolls. Then told me nonchalantly, “it’ll be at least 3 weeks.”. I can mail my film to a lab in Minnesota and get my scans back in less than one week. Customer service was a no-go.

I accidentally retracted my last roll of film in the canister before loading it on a trip. Was completely heartbroken as it was Portra and not cheap. I went in to Citizens to buy some well priced Fuji and Greg offered to retrieve the film. He was quick and friendly and if Im ever in Portland again Citizens Photo will get my business.
To start, the older gentleman working the counter is curt and disrespectful. No amount of kindness and patience works with him. his vibe is jaded/don’t care. Do not trust this lab with your negatives. They clearly are not interested in even exposing your negatives properly.
This is my go-to place to develop film. I love the owner too. Such a sweet, friendly place in the heart of the east side. Thank you!

I cannot say enough good things about Citizens. Ive been coming here for nearly four years for mostly C-41 developing and scanning, and not once have I been disappointed.Turnaround time is quicker than all the local competition, and prices are generally cheaper. Of the VERY few hiccups Ive run into here in four years, none have been left unaddressed or unaccounted for. Id honestly pay much more for their services if I had to, they are very much worth it.This business is one of very few that is close to my heart and important to me. Hopefully it wont be going anywhere soon.
So happy we found this place! We had some issues with our analog and Greg was able to get it back to work in about 5 minutes. Got our film developed and sent to us and picked up some new film for a great deal. Highly recommend!

One of very few legitimate photography shops in town. They sell and process film, scan slides and negatives, and sell gear for any serious photog. Theyve always been friendly, and do quality work. Their website is clear on prices and services offered, so look them up before you go. Film photography is a lost art by this point, but if youre still into it, you can find just about anything you could need here.
Fast turnaround on photos and really nice people. + they develop one ten film. They can mostly do anything youre thinking of. Only downside is the store isnt the best location and its not very clean or organized inside. very little like a camera shop just looks like a front end for their developing with some extra parts and scraps they have up there for sale.
The only place worth going to to get your prints developed. Quick turn around on service, reasonable prices, and its not a big box shop. Why wouldnt you go here?

Citizens is my local one stop film shop and I absolutely love them. They have a decent selection of film for sale and also do a great job of developing and scanning. I usually go with medium res for my 400 s 35mm film and Ive had no issues so far! Also the customer service is great, very knowledgeable and personable people manning the counter. Cant recommend this place enough for beginners/ people just getting into film.
My initial impression of the shop was very good, but until today, i think it would be nice if they have a better system of keeping track of store credits. My first roll at the place was blank and I received a voice mail from the shop saying they would give me store credits and I could bring in another roll to replace that one. I brought in 2 rolls, one roll for the store credits, and as I was going to pay for the third roll, the person told me to pay when i get my film. A week later, I came in to pick up my films, a different person wanted to charge me for both rolls. I explained to him that I have store credits since my first roll was blank. He didnt buy it and his computer system didnt seem to have anything related to this. I didnt want to look bad as if I was bargaining but I still have the voice message from the shop regarding the store credits. I didnt say much since his system carries no information relating to the store credits they had promised me. He later charged me with the develop fee of the blank roll. Bottom line is it would be nice if they had kept track of this. I dont like coming to the shop and have to explain my case, then dealing with the person from the shop giving me the doubtful look.
Top notch film lab and camera store. Have always had superb processing, completed promptly, with excellent service from the team at Citizens. Much better than the high prices charged at Pro Photo Supply.

This is definitely the most inexpensive place you can go to get your film developed in Portland. Ive also had good experiences getting my film scanned here.I generally prefer blue moon, but when I drop off my film there it takes about a week before it is developed. Here they can have it ready by the next day! This is where I will be dropping off my 35 and 120 film from now on.
Have had good experiences with my film, but have often picked up film with notes ignored. I always get a border on my prints and have had it happen two times that I didn’t get the border after asking. I suggest being forward about what you need here so your order doesn’t get messed up. Also keep receipts for any confusion. It has helped me argue my case.
Absolutely outstanding work and wide range of services. Ive been coming here for years, love the new location. One of the last remaining places in the area for all your film and darkroom needs. Have used them for probably 4-5 years now. Super friendly and always customer service oriented. Affordable and reliable, not to mention the consistently quick turnaround time for development of 35mm and medium format film that I bring to them.I have also purchased some cameras and other assorted gear here over the years and its always of good quality.

Unacceptable developing quality with horrible customer service.I sent in my first 2 rolls of 120 film only to receive it with blotches all over both reels. I tested an area with some PEC-12 but no luck at all. When I brought the rolls back in they didnt say anything except, looks like there was fungus in our tank. And then took my rolls back to try and clean them. The only thing that they did do for me was give me my roll of normal 35mm film for free but I have yet to even want to scan that one.Once I picked my rolls up the second time I asked if they had success cleaning the rolls they replied, Yup! Got them pretty clean. Without even checking in store I decided to take their word for it... I got home to examine them further and my rolls were actual in worse condition than the first time. Not only did they fail to clean any fungus off they added scratches and even tore the emulsion off in massive chunks.I really cant believe a refund or replacement film was offered when I was blatantly lied to by the owner. If you truly value your film do NOT take your film here....
Best film processing in town, never have any issues and always done on time. Small, medium and large format always looks good and the pricing is fair. The new location on Sandy is nice - big and bright storefront. Good inventory of used photo gear at reasonable prices.Their website needs some work but I guess thats to be expected given the recent relocation.Wish they were open on Sundays; no other photo store in town is, so theyd have the market cornered.
Great place to get film and camera supplies. Its the only place on Sandy Blvd now that Hollywood Photo is permanently closed. Fast, friendly service and knowledgeable staff. Added bonus: Bricks & Minifigs is right next door to get on you inner LEGO child!!
Cant get enough of these guys. Cheapest film developing and scanning I can find, gracious people whove run the business for a long, long time. Absolutely worth spending your money here. If youre out of town or out of state, mail your film in! You wont be disappointed.
Citizens has been processing my film since I was in art school, about seven years in total. I recently moved to Philadelphia, and I realize that I was completely taking Citizens Photo for granted. Citizens has never misprocessed or damaged any of my film, no matter the format and regardless of special processing instructions, like cross processing and push processing. I cannot say the same for the photo labs here in Philly. I am officially going to start mailing my film across the country to be processed at Citizens. Even with the cost shipping, it is more affordable than processing fees in Philly or NYC. Citizens photo is the best!!!
It’s nice to find a shop like this. Most photo places vanished with the advent of the Smart Phone and Photoshop. In my case, I wanted a picture I took to frame for my house. You can’t do that with a Smart Phone.

About 2 months ago, they had a 24-hour turnaround, as promised (on their website, for c-41 specifically) or 2 day at the very longest. Another regular customer (weve spent probably $500 worth of film processing at Citizens in half a year) and I are increasingly disappointed with how long the film is taking. Now we have waited for as long as 5 days for film to be processed. Currently I am waiting for a roll that was dropped off on Monday before 2 pm, 5 days ago. They say they are busy which is understandable but I wish there was another film developing location in Vancouver/Portland to turn to. Their quality is unmatched though and supporting a local, non-chain business is never a bad idea.
Citizens photo is extremely cheap in even more helpful it was a wonderful experience going there and getting my films processed because they returned to me in my email and a very timely manner only took 2 days theyre very knowledgeable about that use cameras and retrofitted feel they use and its a to die for location that works with people internationally

These guys arent the friendliest people, and they completely lost a roll of film that I was really looking forward to receiving. They didnt apologize once about it or offer a refund, and didnt seem to care when I would call checking in about the roll. Its been nearly a year now, so I assume I wont see my photos...

This place is a great place to bring your film. Their labwork is fast and reliable. I bought my entire darkroom setup from them in 1994 and they have done great work for me ever since.
With these guys you get the personal touch of printing. My photography is extremely reliant on accurate colors, and Ive never had anything but beautifully accurate with them. They are a bit more expensive than say an online service, but you can proof it before you pay for it with them, and the turnover is usually pretty fast.They did, however, just hire an old guy who doesnt really know the ropes yet, and he did botch an order of mine once.

Best processing and scanning in PDX. Prices are very reasonable and the turnaround time is quick. Scans are very high quality, and theyre pretty flexible in post if you get TIFFs.
Great film processing, clean and cheap. The most recent time I used themthey sent my film to my old address 1,200 miles away. Despite the fact that when I paid over the phone I had informed them of my new shipping address.They didnt respond to a followup email informing them of their mistake and asking for confirmation that my information is corrected in their system.

I have gone here for over 3 years as it was the best and closest place I knew of to get my film developed. I often shoot abstract double exposures and frequently made this known up front when bringing in a roll. Again and again I Would notice that multiple photos were missing from a roll or poorly and carelessly scanned in the middle of a frame. When I kindly bring this to their attention and ask them to re-scan the problem frames, I am always met with eye rolling, arrogance, and very unfriendly remarks. this includes why dont you just buy your own scanner! or if we cant see it, neither can our computer. I cant afford a scanner and after reviewing my negatives under a light it is always clear to me the frames I am missing/havent seen. Ive been a good customer to them and I dont think its asking to much to receive all the photos I took from a roll, after all that is the very service i am paying them to do.
The best place in Portland, Oregon to get your film professionally developed. They have a variety of options: matte, glossy; digital, hard copy; ect ect. The pricing is very fair and the people working have been doing it for many many years (high quality work).

Ive been shipping my film to Greg at Citizens Photo for over a year now. I live in a small town in Colorado and all the nearby services are grossly expensive, and all they do is send your film somewhere else. Well I cut out the middleman and couldnt be happier. I use Citizens to process both 35 and medium format film and never have a problem: it always comes back well-developed and in a timely fashion. The only thing Ive noticed is that if like me you coax an extra frame out of your 35mm film, they often put holes in it, I presume to hang for drying. Their prices are reasonable and you can tell Greg cares about his clients and their images.
Miss you all and your great photography services. Desperate for you to reopen. I drive by to see if you are open yet, but not so far. You all do the best job.

They do a great job developing my 120 film. Not only are the prices great but they dont charge extra for a .tif file and they will email you the scans then you can pick up the negatives later.
